Housebreaking problems...?

I have a 4 month old beagle mix, Zoey, who is being very stubborn with her housebreaking. we have had her for a little over 2 months and have seen improvement but she still goes in her crate sometimes. When we got her we recevied a training video and it said not to put bedding in the crate until she is housebroken. We learned that the hard way, garbaging lots of towels. She goes outside and pees a time or two then comes inside and 15 mins later, she pees on the carpet. We have asked the vet and she said we could restrict her water a little so we do just a tad. We have tried puppy pads and she just chews them up. She defentalty has gotten better since we first got her but its taking a lot longer than it did our other dog. I know this question has been asked many times but i haven't seen any of them in my situation. Any suggestions?
