Should we think of clical music as progressing with each new era?

Does one era beget the next as an inevitable progression into newer, better and more sophisticated music (i.e. did the Clical era have to follow the Baroque or could history have worked itself out differently)? If so why? If not how might we alternatively think about the development of music throughout history?
