Suspicious halloween candy?

i went trick-or-treating with my daughter ast night, and i was digging through her candy, and i see a zip-lock baggy with various things, such as candy corn, and little things like that. the problem is that on 1/3 of them, there's a hole in the bottom of the candy corn. is this suspicious? I know it's really easy to throw it out and forget about it, but i'm just curious .. does candy corn usually have holes in the bottom, and if it's suspicious, what would they put in there? drugs? is it deadly?
