Restraining orders?

I'm trying to help my friend out here. The mother of his girlfriend decides after years worth relationship between him and her daughter that she wants to separate them after a mild issue concerning the whereabouts of her daughter that were indicated in a note that was plain to see. In embarrment the mother sets the whole issue into action. Now heres the worst part, she wants to set a restraining order against him for her daughter who is against it..... is that allowed?
