I've read today the the SR-71 blackbird has a max. speed of about mach 3,36, and a max. altitude of about.....?

... 85,000 feet. But could this aircraft also fly with the mach 3,36 at an altitude which is "normal" (like 30,000 feet), or are these high speeds just available in high altitudes, because of the thinner air..?!
